Accessing Campus Systems from outside of the United States

Fullerton College Computer and Electronic Systems are secured by safeguards to prevent unauthorized access from outside of the United States. Employees attempting to access the Email, OneDrive, and other campus systems while outside of the United States may be prevented from doing so by these safeguards.  

If an employee is planning on traveling outside of the United States, please notify Academic Computing Technologies (ACT) by submitting a Service Request, or by contacting the ACT Help Desk with your Name, intended dates of travel, and the county or countries you will be travelling to.  ACT will then create a temporary exception permitting your account to access campus systems while traveling. Exceptions shall not exceed three months or one primary semester for those participating in the Study Abroad program.

Under what BP/AP are these restrictions authorized?

As per AP 3720 Computer and Electronic Systems, Section 6.0, the Campuses and District are required to maintain a comprehensive security programing that protects all Computer and Electronic Communication Systems, and pursuant to that program may revoke or restrict access to services without prior notice and without the consent of the user under Section 2.2.  In 2022, the Vice Chancellor of Educational Services and Technology in collaboration with the District Director, IT Infrastructure & Operations and District Director, Enterprise IT Applications Support & Development, and the Academic Computing Technologies of the three schools determined that access of Campus and District provided information services as governed by AP 3720, from outside of the United States constitutes a security risk and restricted such access as a safeguard.

Why do you need my travel itinerary?

Academic Computing Technologies is only authorized to provide temporary accommodation for travel outside of the United States. Many Fullerton College user accounts are under constant attack by threat actors both domestically and abroad, and having the planned countries of travel allows us to distinguish between authorized use by employees and unauthorized attacks by threat actors.  ACT does not need specifics itinerary beyond the expected start date of travel outside of the United States, expected date of return to the United States, and a list of countries you are expected to be travelling through while outside of the United States. ACT does not need to know the cities of travel, nor does ACT need to know the specific dates of travel for each country.

Are there any other restrictions?

District Human Resources has previously stated that District employees are only authorized to conduct work while within California, except as permitted by BP 7400 and the BPs and APs referenced therein, or as stipulated by other BP/AP and contract language.  At this time Academic Computing Technologies only limits access to Campus services while outside of the United States, and does not need to be notified of travel outside of California, however employees should contact their Immediate Management Supervisor or Human Resources before performing any work outside of California.
